Program Manager (CMS Post-Acute Care Quality Reporting Programs)

What will you do?
Bixal seeks an experienced, dynamic program leader to manage the Post-Acute Care (PAC) Quality Reporting Programs (QRP) contract within the Center for Clinical Standards and Quality (CCSQ) at the Centers for Medicare & Medicaid Services.

The primary functions of this contract include data analyses to support annual payment update (APU) determinations, development of technical public reporting, and other data reporting requirements and business process models, as well as, monitoring and evaluation activities. 

Additionally, this contract shall support stakeholders including, but not limited to providers, the Centers for Medicare & Medicaid Services (CMS), and other Federal partners, to achieve success in the reporting of standardized assessment data, quality measure data, resource use, and other measure data.

Responsibilities

  • Oversight for this contract and provision of an individualized project work plan for each program.
  • Be accountable for the success of the PAC QRP contract, including client relationship management, solution delivery, quality management, profit and loss, and contract execution.
  • Serve as point of escalation for project and program risks and issues.
  • Be the primary point of contact for the Contracting Officer’s Representative (COR).
  • Engage and build relationships with both technical and non-technical stakeholders to inform project objectives.
  • Prepare and deliver monthly reports.
  • Coach and mentor project teams—identify strengths and work to improve weaknesses to help team members grow.
  • Build a trusting and safe work environment by facilitating production of work through open collaboration and transparency with an emphasis on problem-solving.
  • Ensure quality of work is aligned with Bixal standards, including good CPARS.
  • Define and implement processes to optimize efficiency and ensure deliverables achieve the utmost quality.
  • Anticipate problems, issues and risks; identify solutions and implement mitigation strategies to help teams adapt with an enthusiastic and positive attitude.
  • Track budgets and provide regular project reporting to clients and Bixal leadership as required.
  • Feel confident curating and presenting information in front of client stakeholders and Bixal leadership as requested.
  • Advocate for and implement best practices in challenging environments.
  • Oversee staffing assignments and participate in recruiting activities to ensure delivery needs are being met.
  • Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.
  • As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works.
  • Perform other duties or special projects as assigned.  

  • Qualifications

  • Minimum of 10 years of experience managing complex projects, including experience with data analytics, quality improvement activities, public reporting of quality data, and/or stakeholder engagement.
  • Master’s Degree (or equivalent degree) in a relevant field.
  • Project Management Professional (PMP®) certification required.
  • Experience offering programmatic support to stakeholders in relation to the Hospice, IRF, LTCH, SNF, and HHA Quality Reporting Programs. 
  • Proven skill and experience in project management, managing people, project planning and coordination of daily activities, data analysis, constructive reporting, project management techniques and tools is strongly preferred. 
  • Experience managing federal contracts is required, with understanding of federal procurement processes and contracts, including FAR regulations; have experience with federal guidelines, policies, and procedures.
  • Demonstrated history of navigating issues and risks through solution identification and problem solving.
  • Experience defining staffing structures and building high performing teams.
  • Exceptional management and leadership skills.
  • Excellent oral and written communications skills.
  • Acute attention to detail and excellent organization skills.
  • Strong experience and comfort with Microsoft Office suite, Sharepoint, Atlassian Product Suite, and virtual collaboration tools such as Miro.
  • Ability to undergo and obtain a Public Trust security clearance.
