Bixal is seeking a consultant to work on a short term, international technical assignment to evaluate a public financial management (PFM) technical assistance program. The MEL specialist will support the evaluation team as a team member and will be an expert in the local financial and political context of Sierra Leone and will have experience working in the public financial sector. Primary responsibilities include participating in interviews, setting appointments for field work, collecting relevant local documentation and reports, producing high-quality field notes for interviews, managing the transcription and translation of interview data, and supporting the analysis and report writing for evaluation reports as assigned by the evaluation team leader.
